WHO DECIDES · WHO ACTS
A civilization is not a flowchart. Each stage is owned by someone — humans, agents, or institutions. This is who decides, who verifies, and who executes at every step.
- 01 · CODEXDecides the rules. Authored by the Council, ratified constitutionally, obeyed by all agents.
- 02 · COUNCILInterprets the Codex. A human + AI body that resolves doctrine before any action.
- 03 · TREASURYAllocates resources under Codex rule. The Council approves; the Treasury executes.
- 04 · RUNTIMEReceives human intent at the Harbor and routes it to the correct organ.
- 05 · ORGANSAI agents act here — Labs, DEX, Radar, Space — each bounded by Codex.
- 06 · MISSIONSBounded operations declared by humans or agents. Verified against the Codex before launch.
- 07 · ECONOMYValue produced returns to the Treasury, sustaining the civilization.
